Hanami ~ literally means flower viewing. It is a national past time in this part of the world. It is a long standing tradition to usher in spring by having picnics under the trees. The most popular places to view cherry blossoms are in Chidorigafuchi (pictures above) which is across from Yasukuni shrine, Ueno Park, Yoyogi Park, Shinjuku Gyoen, Inokashira Park, Rikugien Garden and Sankeiyen in Yokohama. Some of these popular sites are jam packed with intoxicated revelers and the noise & crowds can at times drive you round the bend. Honestly, one can get a better view of cherry blossoms if you venture around local neighborhoods, small parks, etc.
